Strategic commissioning is designed to take a more holistic, person centred, approach to commissioning ie planning and buying services, by assessing what users really need from services, addressing gaps in provision and looking at new ways of purchasing services from external providers.

Services used to be block purchased and fit together but now there is much more emphasis on joint working with health, voluntary and private services to provide a whole suite of services tailored to individual, self directed care needs. This should provide a seamless provision of care.
